That's a very general statement so I would need more information in order to answer in more detail about your particular situation.  However, protecting customer assets including their personal information is not only the law but is a high priority these days with all the cyber threats, con artists, and identity thieves that are in our world today unfortunately.  It depends on the situation but banks do have the right to demand the proper identity before releasing any funds in order to protect the account holder and the bank.  Even though it may be an inconvenience at the moment, it will hopefully give you peace of mind to know that they are protecting your money.
